CIVIL AFFAIRS Civil Affairs Specialists operate in teams in support of both conventional and special operations forces. Civil Affairs Soldiers identify critical qualifications needed by local citizens in peacetime or crisis situations. They also locate civil resources to support military operations, to prevent non-combatant injury or incident, to minimize civilian interference with military operations, to facilitate humanitarian assistance activities, and to establish and maintain communication with civilian aid agencies and organizations.
