ESSENTIAL JOB FUNCTIONS: Provides administration for all human resources functions for the county; supervises and trains staff. Recommends and approves all recruitment, hiring, promotions and disciplinary actions. Investigates and resolves employee problems, complaints, and concerns (i.e., discrimination complaints, disciplinary actions, federal and state regulatory compliance and compensation administration). Plans, coordinates, recommends and implements county policy and procedure for comprehensive human resources administration (i.e., testing and hiring candidates, wages and work conditions, payroll issues, compensation, terminations and benefits programs). Prepares, analyzes and summarizes reports for the purpose of maintaining compliance with federal and state laws and regulations and for evaluating performance of programs.
